Poland Investment Incentives

R&D: Poland is the biggest beneficiary of EU cohesion and regional development funding, a significant part of which is addressed to enterprises for R&D, innovation, and environmental projects. Additionally, R&D projects may receive from the state budget cash grants (up to 25% of investment costs or EUR 9,000 per employee) and benefit from CIT exemptions. There is also a wide range of tax preferences for innovation (that do not count within the regional aid limit and are available nationally) – R&D tax relief, IP Box, relief for automation, and innovative employees.

Jobs creation & CAPEX: Both manufacturing and business services-related projects may receive government cash grants. Their value depends on the chosen location and meeting qualitative criteria, but it may reach up to 25% of investment costs or EUR 3,300 per employee. It is possible to combine the grant with a CIT exemption granted by Special Economic Zones.

To receive the support the investment project needs to meet not only entry thresholds (minimum expenditures and new jobs to be created) but also qualitative criteria that focus on social responsibility, scientific and sustainable development, and care for employees. The entry criteria depend on the size of the enterprise, location, and type of processes to be performed.  

Training: When applying for a government cash grant, it is possible to receive additional training grants, that may cover up to 50% of training costs. Other training programmes tend to be a de minimis aid (up to EUR 200,000)..

Green and other: There are specially targeted EU funds for green projects. Poland offers a fast-track visa and work permit programme.

Overview: Poland offers financial support for new investment projects across many sectors: both in manufacturing and business services. R&D projects may count on additional funds to be directed their way. Eastern part of Poland offers the highest levels of support available in the EU. Nevertheless, the whole territory of Poland is divided into Special Economic Zones, so it is possible to receive funding throughout the entire country (except for the capital city). SMEs benefit from more flexible rules and criteria.
